This obviously brings to light a whole pile of questions, but my main one is, how did this guy become a teacher in the first place?

It's exceptionally disturbing that we hear cases like this. The children of the world should be considered before anything else. Therefore there should be better safety nets in place to protect against this. The safety nets we have now are obviously not entirely effective.
